Anyone know a police officer who can sign a fix it ticket

So i was traveling through CA a few weeks back and got pulled over for speeding and also go a fix it ticket for my window tint. Apparently in California you cant have any tint even if you are just traveling through and not registered. It says on the back of the ticket that I can just have a law enforcement officer or authorized inspection station sign off that it is Arizona legal.

So I didnt know if anyone knows an officer or local inspection station.
