Here you go

Q. What does V.O.C. Compliant mean, as related to cleaners?
A. "VOC Compliant" means that the cleaners must meet the local, state or federal regulations for these products. In short, VOC compliant products are less suceptible to explosions and other fire risks.

VOC Compliance is considered so important that if your company is subject to a local, state or federal rule that regulates these compounds, you are obligated to purchase products that meet those regulatory limits. The limits can vary depending on the state in which the regulation is written. If you are not subject to any regulation that covers cleaners you should still use VOC compliant products for safety.

Even if you are not deemed to mandatorily purchase VOC products, it is considered wise to do so in order to lower the overall risk of chemicals at your facility.
