I've actually seen a video of a civic on the dyno where they compared the graphs from a completely stock, to just adding a leaf blower motor to the intake, surprisingly it actually jumped in horsepower by 15 or so on the dyno if I recall correctly.

Still find it hilarious, but if I find the video I'll post it up for you guys.

Boost is any positive pressure above atm. pressure, as in anything higher than 0 PSI. This thing might flow 250 cfm, whcih I still doubtful, but that's free flow. You plug the outlet and it won't produce a single PSI because it's weak, the design is not for building pressure and so on. A leaf blower is much more powerful so it will make the required engine from the engine readily available but it won't really build any boost. When you start building boost that is when the real power comes in. The engine can suck in all the air it needs if the intake route is free flowing.

if it goes before the maf wouldn't it cause excess gas to be thrown into the system since it just stays on constantly.. If it does actually push the claimed amount of air then while sitting at idle wouldn't it run horribly.

Yep. It would run RICH at idle most likely because the maf will see all this air going through and will make the car spray more fuel. The engine will not use all of this air at idle. The air might just come back and forth, completely confusing the maf. I don't know for sure but that's the most likely outcome of using this stupid thing all the time at idle.
