Will these be plug and play on my B7 if I had halogens before and I get ballasts and wiring?

You'll need a harness from Kufatec.
But why buy that from ECS. You can get them from Jens with the harness and ballast for half the price. Or source them individually.

And to answer the second part.. They were a gift and when I tried to get some from jens, he was pretty backed up..
