Both low beams are out? Headlight switch may be the culprit.

We cant tell whats working or not from your run on sentence. What exactly works, and what stopped working?

If I read that right, sounds like you need a new combination switch. they are a common failure point, just did one myself. It isn't a hard DIY: http://www.audizine.com/forum/showthread.php?335180-DIY-B5-A4-Ignition-Switch-Replacement

That is for an ignition switch, but you'll see the two screws holding the combination switch in are accessible after that. In total I can do it in twenty minutes, 35 - 40 for the 1st time learner's curve.

Here is a link to the switch you need (http://www.ecstuning.com/Audi-B5_A4-Quattro-1.8T/Interior/Switches/Headlight/?salesrep=CArmbruster&utm_source=audizine&utm_medium=forum&utm_content=CArmbruster&utm_campaign=postreply), either of them will work for your 1999.
