How the heck is Detroit above Phoenix on this list?

I mean Phoenix isn’t the nicest place ever, but being below Detroit? Dang. When my car broke down in Detroit, they charged me out the butt for a basic tire change. I don’t even want to think what the price would’ve been if my transmission broke.
