I bought a used turbo and realized later that a bolt head was snapped off from whoever removed it from the original car. In any case, anyone have any advice for removing the bolt stud or know of a qualified machine shop in SF or Daly City that can remove it w/o charging an arm and a leg? The bolt stud is probably seized in there, so I'm not sure if the manual extractors would work that well since I needed a torque wrench to get the other two bolts off. Any advice would be appreciated since this is my roadblock to replacing the turbo in my car. As you can see, I've already drilled into the center of it but only about half a centimeter since it's a pretty strong bolt. TIA!

very similar thing happened with my break calipers.
Your going to want to get a c-clamp and an easy out. The fact that you drilled it a bit, is perfect.
Go to your sears, or local tool shop and get an easy/drill-out that will fit. Simply drill in, then when it "bites" as much as its going to before backing off, put a dab of oil on top of the easy out. Now take that c-clamp you have and put it on the end of the easy-out pressing it into the bolt with moderate pressure. Now take you're wrench (cheater bar if you got one handy) and wrench on it until you see the bolt break free in the turbo. As soon as it does, remove the c-clamp and wrench it out.
Note: you may not need the c-clamp but if the bolt is really frozen its going to take a lot of torque and the easy out is going to want to back off the wrong direction, the c-clamp keeps the easy out from backing off and with a little pressure makes that bite that much better.
Best of luck.

If you take on the task and DIY spra it with some PB Blaster! Use a good drill and get an extracting bit. A good extracting bit.
PB Blaster frees any nut or bolt no matter how much rust is on there. I recently found this stuff at Pep Boys.

Thanks for the offer. Are you in Long Beach? I guess I can swap out the exhaust housing from my old turbo too.

Damn, tried to swap out the exhaust housing off my old turbo and the 10mm bolts holding the hotside won't come off and I've tried hammering on the gold colored securing clamps to knock the bolts loose and also used a 10mm wrench but only stripped some of them. Sheesh, if only the leftover bolt wasn't there in the new housing...
