So i was cleaning my car today and i have always noticed a little check engine light symbol on the ashtray in back. Never really paid much attention to it. But i opened it and there looks like to be a port for an OBDII scanner but there isnt a port in there. So if some one wants to help me out to understand this that would be cool.

back before it was under the dash, it was back there. then there was a mandate that the OBDII port had to be located a certain distance away from the steering wheel. Its leftover from the old B5's. Least that's what i was told.

Honda puts it in weird places. Behind the front ashtray, under the glove box, etc.

OBDII regulations specify ~18 from the center of the vehicle. There is no specific rule that says it has to be on the driver's side.

I know my '96 had the OBDII port back there, I don't know when they changed it though. My 98.5 is in the correct place

The OBDII port is ONLY in the rear ashtray on 1995-1996. 1997+ was relocated to below the drivers side dash.
