I am looking for the best yet not so expensive suspension for my 05 S4. I live in New Hampshire where obviously it snows,rains,floods,hurricans,hails, etc...
Sooooo Whats the best suspension with good ride..and..can I can put 19's without any rubbing issues?

I would opt for a simple spring/shock combo such as Koni/Eibach, Bilstein, H&R, whatever. No adjustments are necessary for ride height, relatively inexpensive, and IMO better than the cheaper coilover systems.
Coilovers have a real tendency to sieze (the threads on the struts) in the northeast. A spring/shock combo is easier and requires zero maintenance, ever. I had a Koni/Eibach MTM combo on my S4 for 60,000 miles, 20+ trackdays, 7 winters, etc and never had an issue. Handled quite well too and looked great!
19" wheels dont necessarily mean the tires will rub... wide tires make them rub. Just stick to standard or +10mm width tires and proper aspect ratios and you'll be fine. Tirerack can tell you the correct size on their website.

Hmm.. that's fundamentally sound advice, but there's a few things to consider. Spring shock combinations are typically not designed to work together, so it's a mix and match spring rate and damper valving characteristic. sometimes it works out great, others [usually] not so great. a coilover system is designed to be complimentary from the getgo. the other obvious benefit is height adjustability, if your spring / damper combo is too low for you then you're stuck with it.
our kits bring the cars down 1-1.25" typically. there's no impact to daily usefulness - snow, potholes, camber, etc. also you should be able run them with 19's and no rubbing at all [depending on wheel / tire size + offset, obviously].
How about H&R Springs with the stock B7 S4 shocks? Will that give me a clean drop, getting rid of wheel gap and not comprising on handling and performance in both dry and wet?

S4 on H&R Sport springs with factory shocks. The shocks were new, <5000 miles so the ride wasn't too bad. Anything over 15k miles, and I'd recommend changing the shocks as well.
