I've got a pretty well modified 99.5 1.8 tqm with a Sportec tubular manifold and a Sportec custom turbo with a turbo back 3" Stainless Steel custom exhaust using a test pipe, 2 Magnaflow mufflers and a pair of 3" Magnaflow rolled tips. I was very happy with the look and feel of everything except for that Steenky smell when I rolled up to a stop. Confusing the situation was a way to eliminate the smell by using the recirc function of the HVAC in either Economy or A/C modes. I was convinced that I had no exhaust leaks so as a trial, my main wrench, Dave Jones, cut off the rolled tips and welded on a pair of 3" SS tips that stick out about an inch or so further. This is a pic of the original tips:

What do you mean weird? If you've smelled that non-cat smell then it wouldn't be weird to you.

that gas smell is more than likely from your testpipe, not havin a catalytic converter......extending your rear pipes wouldn't make the smell go away?? taking off the testpipe and reinstalling a catalytic converter would........................

that gas smell is from having a test-pipe, i don't see how extending the rear pipes would make the smell go away, now reinstalling a cat and removing testpipe would.......

Granted, most of the smell is from having a test pipe but I'd venture to say I'd have some exhaust smell just not as bad even w/o the TP. It was the combination of extending the pipes and doing away with the rolled tips. The rolled feature of those tips must have set up some turbulence as the exhaust exited them. I just wanted to share how I eliminated the smell with a simple mod since I have seen numerous complaints, other than grAh4m.

Hey Hap, sorry about that mess with the trans a few months ago. Turns out the shop that was installing the trans for the new owner of my car put the shifter in BACKWARDS somehow!!! Sorry for accusing you of sending a bum trans!

That smell is carbon monoxide, nitrogen oxides, and unburnt hydrocarbons. You've got excess since you don't have a cat to covert them to carbon dioxide, nitrogen and oxygen, and carbon dioxide and water, respectively. The stinky smell is usually a little like rotten eggs too.

Your car still stinks, you've just distanced yourself from your own stench.

if its correctly tuned, the HC and NOx levels shouldnt be huge

Those are dealt with in the cat. If there isn't one then those unburnt hydrocarbons are expelled to the atmosphere. I went down this road with a forum member that though his car was still a ULEV even though it now had a test pipe. All gasoline engines are dirty. The cat is there to help clean them up.
