what did everyone use to cut the orange plastic insert with?
and does it take much time to do?

Very easy to do, just be patient.
You can cut them with tin snips or wire cutter in order to break them up.

tin snips? wire cutters?
I've only heard of people using dremmel tools, can you explain this process?

The way I did it was I cut the tabs off with a dremmel and used a pair of those pliers with the really long nose on them to reach in the headlight and slide the orange insert over. You could use anything really even a screwdriver, you just need something to slide the insert out of where it's stuck. I found that step to be the biggest pain as I ended up breaking the little lip on the side of the orange part and I had to carve a little slot in the orange reflector so I could get a grip with the pliers to slide it over.
Anyways a then used the pliers to grip the orange reflector and turn it sideways so that the edge is going down the middle of where the turn signal bulbs go. I used a pair of simple wire snips to cut the reflector up and pull the pieces out of the turn signal hole. The orange thing is hard to cut so you have to use a lot of pressure but once you cut it the hard plastic will easily fracture.
This method does get a lot of orange bits in the headlight though those are mostly from using the dremmel on the tabs. I shook the big pieces out and then taped a shop vac hose to the turn signal hole, slightly opened the high beam cover and shook out the headlight again to get most of the orange pieces.

Dremel is for cutting the tabs off, wire cutters to break the reflector up.
