Since Mach is run by asian people (i'm chinese myself, just to make things clear), here is my take on shops that are run by asian people.
this may be a bit of stereotype, but from what I see, most garages/shops that are run by asian people usually charges a flat rate. I'm Chinese, so please don't call me racist, my main mechanic is Chinese also, and he charges with a firm price instead of by the hour. Of course all shops have a hourly rate, but shops that are run by asians don't usually go by their rate, hence they can either profit or lose money. So, with Mach, they'd probably give you a firm price and you can choose to go with it or not, they probably won't charge you by the hour.

being white boys, they will charge you by the hour, as demanded by the secret code of caucasian business ethics that we must adhere to. ;-]

LOL. I think its because Asian customers will NEVER pay full shop rate. For example, to lower a 92-00 Honda Civic is 5 hours labor for regular shop rate and 3.2 hr. for warranty work. Dealerships charges anywhere from $100-$150/hr. How much does a customer want to pay for the job? $80 or less. lol.
BTW, I am chinese also.

mach III will give you a flat price. its really actually pretty pricey just because we drive euro cars. i bought my turbo timer there and they priced me 100 dollars to install. you can try new japan auto on fillmore they are actually really good and would probably charge less than mach III would.
