Cleaning the calipers for paint- stubborn brake dust?

Does anyone have any ideas what solvent to use to clean the brake calipers to prep for paint? The attached image shows about 6 hours work on the front carriers- I'm beginning to think my best option would be to remove the calipers and tear them down for blasting and powdercoating.

FYI, I asked around and the local brake shop hooked me up with locomotive cleaner. It's a relatively safe alkaline cleaner and I think it did the job. Wasn't able to get 100% of the road salt infuse grime off, but good enough for now.
