Front plate is commonly stolen due to most people not noticing it as quickly as say, the rear plate. Reg stickers are easy to jack too.... they might even have them already (probably off the plates of the stolen car they are now driving). The car being parked in the driveway may have provided better cover/concealment than doing something like that in the middle of the street.
The longer the owner does not notice his missing plate, the longer the thief can attach and use the plate on a stolen car (probably being put on a similar/same model) - you sure it was taken last night? Most people can't remember when the last time was they actually SAW their front plate.
Not having a plate attached to a car will get attention very quick... and subsequently being caught in a stolen car. Having a plate that you know you can use for about 24 hours (at least - unless someone notices AND reports very quickly) leaves one less likely to get stopped. In the mean time, the dirt cricket can scan for another similar make/model, snatch that plate, and keep moving. Or, just dump the car and go for another. Just business as usual for car thieves.
