    '90 CQ cooling problem?

I bought a '90 CQ about three months ago and have had a couple cooling problems along the way but have fixed most i.e. cooling fan, fan switch, and thermostat.
But my main concern is that it never seems to get up to normal running tempurature if im driving long distances without stopping frequently and driving anything above 60km/h it will only reach about 70 celsius on the gauge. When im in town or I stop at lots of stop signs/stop lights it will reach 90 Celsius no problem and fan will come on as is should. Is this normal for these cars?
