There's alot you can do with your S4, not sure if you would rather the muscle or look at this point..
Honestly, if it were MY car. . . I'd probably sell the RS4 shift knob and RS4 pedals and pick up the JHM weighted shift knob & pedals and then still make some profit (maybe throw that extra cast at JHM SS kit).
From there, if it's power you're after, piggies & JHM tune is the outright answer. Then magnaflow catback (then JHM shifter if ya didn't do it above as it's a great cheap mod). That's not a ton a money, but more then covers your current budget. Also, if you're doing the work yourself, do the apikol front snub mount & 034 zero clearance snub bracket

Check which forum you're in before posting. . . (i.e. BBK & c.o. more than double his budget, and your engine options are mostly pointless)

I do plan on doing the work myself. There is so much I have planned but have to do it in baby steps. This time around I was thinking of doing the Stern Motor Mounts, Stern Tranny Mount, Rear Diff Mount, and snub mount. Then next doing the JHM short shift Trio.
I would like to do the JHM tune but want to do the intake manifold, exhaust, and tune at the same time. I could do the tune now but I do not have the money for exhaust.
I do want coilovers but again I would need to save up for a while and decide which ones to go with.
^I would do tune with piggies, then exhaust when ya can. Get the tune on there before manifold on though, you don't realize what you've been missing out on till ya get it.

Definitely a good way to start things out! Hold onto the rest of your cash until you're ready for the tune, and get the exhaust and intake manifold at the same time.

Totally confused by this, the OP said $500 and you are recommending wheels, brakes, C/O's...we must shop in very different places.
Secondly you state go with 19's in mesh....what if the OP does not want mesh wheels and the only reason to go 19's is for vanity,,,why not get 18's and save weight, money, and ride quality?
Then you go on to recommend a CAI and Diverter valves, first of the B6/7 S4 does not have diverter valves and secondly a CAI does nothing for you.
I see you are new to the forum but before you go spouting off about what to get maybe you should do a little research and know the platform a bit better before giving recommendations.
To the OP, I personally think the best upgrade I have done to my car are the H-Sport RS4 bars, totally within your budget and makes a noticeable difference.
EDIT: And I guess I should have read your mod list and have checked to see what you have done...LOL. With that said I am not usually a SSK's but my car came with the JHM Trio and I like it a lot,

Pretty much in agreement. Do the piggies (really cheap), get a Magnaflow X-pipe catback (can be had for like $650 new) and then the JHM tune ($500).
You'll fall in love your S4 all over again.
I do have a question about the exhaust. Everyone mentions to get a 2.5 in catback, but what is the purpose of having a 2.5 in catback when piggies are 2.25 in? I will plan on getting 2.5 in downpipes and 2.5 in catback with tune. So I have to save up a bit more.
You're correct in that the bottleneck is still the 2.25" flange on the piggies. It's okay to step from 2.25 to 2.5 and it shouldn't cause any extra turbulence in the exhaust tract. Piggies are free (except your time) so some are willing to accept they won't squeeze every last HP out of the car.
2.5-->2.5 is better, especially if you are running 2.5" cats.

its still less restriction overall having the 2.5" on the backend... having one section of smaller pipe (a neck down, etc) doesn't completely negate the benefits of the rest of system. Its a flow system from air filter to exhaust tips, and you want the shortest effective length that still provides good pulse tuning in the motor's powerband. Neckdowns, bends, baffles, valves, smaller piping all increase the effective length.
