Whats the best settings? mainly shutter speed.
I tried some settings but the wheels appear stopped or car jerked...
And minimum car speed needed.

what did you try. it sounds like you want the wheels the look in motion? depending on how fast your going maybe try 1/30 or 1/15.
But with the camera in the other car going at some speed, with 1/30 1/15 the pic will be super jerked from the movement no?
I have some a 1/90 1/120 and 1/180 and they still get a bit jerked...

best way is to have another vehicle in motion, and use a longer shutter speed and take the pic from the other vehicle...
