Xenon kits- Bad idea or not??

Has anyone bought one of the many xenon retrofit kits that are available and then installed it onto their A6? I really want xenons (hi and low beams if possible) but I'm weary of not being legal if I make the change. I've heard that different states' DOTs are cracking down on non-factory xenon installations. personally, I wouldn't go with a kit.....you can add the OEM housings...but you won't have the auto-leveling feature.
