I heard it shouldnt affect smog.
someone back east did it with no problems. not even close to failing.

Got more info for you.
Its possible they will fail. You went from 4 cats to 2 high flow however someone has passed back east like I mentioned with them but Ca. I cant say for sure... definitley will fail if visual is involved but I doubt anyone will be pulling off the plastic underneath to check.

Any adjustment with the cat, or pre-cat is instantly illegal. But with a creative exhaust system, you might be able to beat the smog rating. But as a rule..... headers, downpipes, and cats are illegal to adjust. Not that I listen, I used to have an S2000 with pure straights on it.

^what I ws trying to say. they are only legal if they are carb approved and they are not.
With Labree or Milltek you go from 4 cats to 2 hi flow cats.

Yeah, but as far as I know, there is no such thing as a CARB approved aftermarket header or downpipe for any car.

Not true. There are many legal header applications, even in California. I know of tons of people with headers on their trucks. The headers maintain all the emission an o2 sensing equiptment. JBA headers is a couple miles from my house and they have tons of applications.
Downpipes are a different story. If all 4 cats were replaced with highflow cats it might be different. Anytime a cat is removed there will be a problem.

Some are legal. You need to meet strict standards for CARB approval and loosing a couple of cats isnt one of them.

They come with carb stickers and / or stamps on the products.

It will say CARB and have some numbers on it.
