I have a '98.5 1.8T QTip with Non-Sport suspension. I want to lower it a little and purchased a set of Neuspeed Billstein sports with adjustable perches. My question is can I use the stock NS springs on the lowest perch setting or should I go with new sport springs. I like the current ride but am afraid sport springs might be too stiff. Also, if I go with new springs is there much difference between the H&R and Eibachs?

With the new shocks, yes the car will be lowered a slight bit. But you'll find your height comes more from the springs. I prefer H&R over Eibach. I've had both and find the Eibach's to be too soft. I think you'll like the ride with the H&R's. Not stiff at all, especially not the sport versions.

Bilstein Sports are designed for lowering springs.
Using them on stock length NON-Sport springs could present some problems and prematurely wear the shocks out.
Leaving the shock at it's stock perch setting will cause the shock to top out (extend fully) too often, which could damage the shock.
Or, if you lower the perch to the bottom, the soft springs may cause the shock to bottom out too often.
You'd be better of getting Bilstein HD shocks or KONI shocks if you wish to reuse your stock springs.
Keep in mind that shocks play a MUCH larger role in determining the ride comfort. Springs play a considerably less role in ride comfort especially when we're talking only 10, 20, or even 30% increases in spring rates.

are you sying that the choice between Eibachs and H&R is splitting hairs when it comes to comfort?

Eibachs and Bilsteins are about as far apart from each other in comfort as you can get with aftermarket equipment.
Eibachs will be much closer to stock in ride comfort than Bilsteins will be.
