Stripping powdercoat off wheels?

I have some Carlsson wheels that I acquired at a steal price and the only thing wrong is that they were attempted to be powdercoated dark and the process went wrong. Local powdercoat shops want $40 cdn per wheel just to strip what is already there.

Can I strip this myself? Or can I paint on top of it?

Powdercoating must be stripped off, otherwise the new finish will look terrible.

Sand blasting is the quickest way to remove the old finish.
