it's a pressure control valve and yes it can go bad. Search Audiworld for more technical details. Related topics are manual boost controllers (MBC) and Throttle Cut Defenders (TCD) - mostly for stage 3- applications.

The N75 valve controls the wastegates of the turbos and is used to prevent overboosting and throttle cut on stage 3- cars.
I does go bad but quite rarely.
