B7 S4 - need help dialing with Treo 650

I can get my Treo 650 to pair and I can also view the phonebook on the RNS-E but I cannot place calls.
To place a call I have to use the phone itself. I can then end the call through the RNS-E.

Any ideas on why this happens or how to fix it? I do have the latest firmware installed on the Treo.
